The CQE (certificate of qualification for employment) allows individuals in the community who have a previous felony or misdemeanor conviction to apply to the court to life the barrier that prevents them from obtaining general employment or licensure. This website allows the applicant to complete an online petition and submit it to the Ohio Department of Rehabilitation and Correction for initial review.

In order to be eligible to file a petition an individual must meet the following criteria

  1. The individual must have one or more felony or misdemeanor convictions in Ohio
  2. If the conviction is a felony, it must be one year since the individual has been released from all sancations, including incarceration in a state or local facility or any term of supervision imposed for that offense, unless the following criteria has been met
  3. If the offense that resulted in the collateral sanction is a misdemeanor, it must be more than six months since the individual has been released from all sanctions, including incarceration in a state or local facility in any term of supervision, imposed for that offense
